Removed and removed all equipment, but could not remove the character.

Check the inventory of the character you want to delete. It shouldn't have anything inside except the Pearl Inventory > Family. Having items inside your normal Inventory and Pearl Inventory > Character will not let you delete your character. If tit's not the case, better contact CS to help you.
