Before anything else, here is the proof that normal boss stone doesn't work with WB.

A lot of players are asking the Pearl Abyss (YOU!) if Normal boss stone will work with WB, and your answer is, "Yes" however, based on the Youtube video above, it was proven that Normal Boss stone isn't working with WB.

 

Also, during Velia Inn, I remember Joel said that Normal boss stone will and should work against WB. Please advise.

Seems right, its not working

It doesn't work. you have the proof right there. Don't believe in pa support or that guy joel they don't know anything about the game.
If you want more proofs, there are two differents types of damage, look on the third page of your stats, one for wb and other for normal bosses. You can see this if you equip any of those stones
