Primrose dmg is not balanced in comparison to meta classes like yacha,warlord,raven,lancer etc.Please rework her passive instead of 10% skill dmg increase to absolute zero every skill used that stacks to 30% skill dmg remove the stack and replace it to 30% skill dmg to all skills every 2 skills used for 10 seconds.
