I have all my chaos stones at +10, harmony at +6 so far. Does it need to be higher? Am I missing something else here?

Harmony Stone and Chaos Alchemy Stone are two different things,
both can be polished in the Alchemy Lab using different materials

 

Alchemy Stone -> max Lv X
Harmony Stone -> max Lv 40
