HELP I can't talk to this npc

As you all can see, there is no interaction button with this npc, I need to talk to him to gain his character knowledge

Please if anyone knows if this is a bug or not

IIRC, that NPC is for when you travel to Mediah. So perhaps he's not interactable until you reach that far in the main quest
