If you click on the globe on the mini map, then click on an area, it will show you what loot is available there

 In loot in the map i cant see them (((

Blue rings are usually quest rewards. They are not available as drops. As for which quest, I don't really know myself. Your best bet is to buy them off the market. They are quite cheap
