what does sacred ground do????

I was trying to figure it out as well, it says it only affects divine judgements dmg , by 20% x 5 for pve and 5% x 5 in pvp, what I don’t get is the sacred ground effect doesn’t seem to last long enough to cast another divine judgment to get that bonus. So it’s either not working or I am misinterpreted the skill.
