So I hit 60 last night on my ranger and completed the Kamaslyvian Heir quests. I was not presented the option to ascend or awaken at this point. Have the requirements changed? Or is this because I am on a character that was created before either awakening or ascending were even added and I am simply bugged out?

So if you stuck with that old Ranger, probably you have that coupon in PearlInventory/Character tab.
Or finish that character's new, separate Story.
