Can someone tell me how to unlock the skill every time I go to skill it said lvl have to be 10 but my character lvl is 60 now? Please give me a tip thanks you

Do the story quest for your character or buy skill books in the skill shop present in any town or do both.

The skill books seem like a waste of time and effort. Sometimes I have many and use them and the skills are not getting learned or some other type of problem pops up.The whole qame is a lot of fun and I love it but the skill thing is really aggravating to me.
