I am at level 60. I want to get the new power but when I tap on learn more and accept A fated meeting, A prompt states that I have exceeded maximum number of quests. What does that mean? 

Means you need to finish some quests on right side of your screen. And if your doing a story quest you have to complete it before it allows you to do ascension.
